Everyone agrees that the transition to PPL has been challenging. The care system isn’t working the way it should - and caregivers and those who rely on us are paying the price. Many of us have experienced long wait times on help lines with no clear answers, confusing health insurance choices, and more. That’s why CDPAP caregivers are joining 1199SEIU - when there’s a community of us, we can find new solutions together.

As CDPAP caregivers, we give thousands of consumers across New York the care they need in the comfort of their own home. To protect consumer-directed care, New York State selected Public Partnerships LLC (PPL) to replace more than 600 companies previously running the CDPAP program, many of which drained valuable resources from the program.
This long-overdue reform reins in out-of-control administrative costs and ensures money and resources go where they belong - supporting caregivers and consumers, not corporate executives. It’s estimated that this streamlining of the CDPAP program will save an estimated $1 billion in taxpayer dollars!
NEW YORK CDPAP CAREGIVERS AREN’T ALONE
By transitioning to PPL, New York joins over a dozen states - including Washington, Pennsylvania and Massachusetts - that have implemented similar systems to ensure better management of consumer directed programs while protecting and improving services.

Since the transition to PPL, many of us have faced insurance coverage disruptions, issues with pay, administrative hurdles and more. That’s EXACTLY why we’re forming a union. When we join 1199SEIU, CDPAs gain a real voice in how the CDPAP program is run - on everything from health benefits to issues like paid hours and approvals.
Our union is our voice to stand with other CDPAs for the secure wages, strong benefits, and protection of Medicaid that we need - with over 75,000 1199SEIU NYS homecare workers behind us.
